Purposes and Objectives of the Program to Create Hub Institutions for Fundamental Research and Human Resource Development
At a time when countries face stringent fiscal circumstances, and given recent conditions under which establishing and efficiently pursuing targets concerning science and technology innovation policies that will be a source of growth and the foundation supporting social system reforms is a shared understanding among advanced countries, the purposes of the program to create hub institutions for fundamental research and human resource development are to lay the foundations for fostering the human resources who will be responsible for science and technology innovation policy, train
(1) high-level specialists who will be in charge of objective evidence-based policy formation and implementation;
(2) Human resources working in the research area of “Science of Science, Technology and Innovation (STI) Policy”; and
(3) Human resources connecting “Science of STI Policy” to the natural sciences, humanities and social sciences and other specialized areas,
and foster the human resources who will maintain Japan’s leadership in global society.
