Abstract:
<\/strong>Society faces existential challenges, such as global warming,<\/span>
demographic change and digital innovations. Standards help solving<\/span>
problems and reaping opportunities. They have long been recognised as<\/span>
important, from technological, business, and economic perspectives,<\/span>
but clear evidence about their societal impact is still missing.<\/span>
Against this background, we carried out this project to get a clearer<\/span>
view of how standards impact society. We conducted a pre-study of 48<\/span>
standards, reviewed academic literature on standards\u2019 impact and its<\/span>
measurement. We carried out eight in-depth case studies of particular<\/span>
standards with 86 expert interviews, relevant documents, and other<\/span>
sources. We identified the United Nations Sustainable Development<\/span>
Goals (SDGs) as a suitable framework to capture all dimensions of<\/span>
societal impact, and adapted the \u201cTheory of Change\u201d approach to the<\/span>
standardisation context to conceptualise how impact occurs. Based on<\/span>
this, our eight case studies traced how the studied standards affect<\/span>
society. In two cases, we found demonstrable impacts, whereas six<\/span>
other cases demonstrated limited impact. From this, we conclude that<\/span>
standards\u2019 societal impacts depend on their alignment with various<\/span>
factors in their ecosystems, such as regulatory requirements or their<\/span>
relationship with other standards.<\/span><\/span><\/p>
